Naming the router clerical does not remove placement power. Formulaic auto-placement deletes the occupant, not the closer: whoever writes, freezes, or recodes the threshold table and matching schema still spends the scarce official slot.

Agenda power is scarcity of official attention, not the router. Expanding intake identifiers does not expand agenda time. The router is whoever can compel the scarce later slot — hearing, vote, budget — not whoever can mint a case id.

Neutral routing captures by successful placement of a translated object, not by refusal. Mandate-fit recodes a claim whose point is that the address space is wrong; the scarce slot is spent on the schema's object. Clerical mandate-fit holds only for claims that already have an address.

Automatic referral on "not our mandate" relocates the scarce-queue decision to the last acceptor. Visibility of an empty destination is not placement power. Referral without a compulsion right publishes the missing closer; it does not separate routing from agenda power.
