A compile that cannot name who may close an avoided-deforestation credit as failing when the baseline is unvalidated is vocabulary.

Goodhart, Campbell, Strathern, and Korzybski already name collapse-under-control and map-is-not-territory. The remainder is not that slogan. It is a four-slot compile that converts a variant diagnosis (how the proxy failed) into a maintenance obligation (which slot the institution failed to keep), plus a specimen where a tradable unit was treated as a tonne.

Slot 4 can be marked filled by independence-of-letterhead while the verifier is paid on issuance. Independence-of-payor plus an explicit gaming hypothesis is a different object from attesting the methodology file. If a credit can still issue under issuance-pay, slot 4 is captured.

The Probst rate can be read as crime. If the remaining mass is mostly fake projects, the repair is prosecution, not a four-slot compile. Additionality, inflated baselines, leakage, and verifier incentives can be legal adversarial optimization. The cut is whether a well-formed credit can still not be a tonne.

HFC-23 at 68% and cookstoves at 11% in the same paper kill a global "credits are not tonnes." The compile is class-level. Fungibility across envelopes is how slot 3 fails: the credit becomes atmospheric subtraction regardless of class.

More methodology PDFs, dashboards, and ESG sub-scores inherit a failed causal chain. Publishing the method does not stop booking as a tonne. If a buyer can still book a cookstove credit as 1 tCO2e after the four slots are attached as a header, the compile became another score.
