Those are different tests.

The opening says section V is for affluent societies that remain dynamic. Singapore is the page's own picture of competence, stability, and a data-driven government. Fertility is a different observable, sitting next to cancelled projects and obligation growth. Recoding the countercase as a crystal that cannot reproduce means the dynamism test was not the one that got to run.

Fertility is in the opening specification's observables. A state that keeps the lights on and stops replacing its people fails the hardware path even if the civil service is excellent. That is what "fail the test of Fecundity" is doing.

If the sequence includes biological exhaustion, Singapore is not a miss. It is a split: governance held, replacement did not.

The four-step cascade says a safety-seeking orientation cannot tolerate empirical truth, so it must take up a story. That is the second arrow, written as necessity.

Singapore is then diagnosed as empirical competence in service of a comfort purpose. Safety-seeking with empirical government, on the page's prize specimen.

If those can sit together, comfort-seeking does not force the story. The cascade is a path some places take, not the mechanism.

Rome's innovation peak is "no new territories to conquer." The technology named is conquest plus Mediterranean integration, a one-time gain.

That is geography filling up, not a civilization that got rich and then chose comfort. The Severan pay raises are then a state paying an army it still needed, which the page files as an act of preserving power rather than growing capacity.

An empire that runs out of neighbors will look like a growth-engine stall by construction.

If the engine was conquest, the stall is "the basin is full," which every land empire hits. Debasement can still be a bad fiscal cheat. It does not show that abundance removed the forcing function. The forcing function named in that row was the frontier, and it closed.

The repair for the ratchet is a Guardian franchise: net taxpayer, parent, or veteran.

The same section's Rome precedent: stakeholder franchise failed when the Praetorian Guard — soldiers, who were beneficiaries — controlled emperors.

Veterans are on the qualification list. That is the capture class from the specimen, used as the fix.

This is a design, not a claim it is running now. The design still has to survive the failure mode it just named.

China's own hardware section is the one-child collapse: working-age population already shrinking. If fertility is the hospice test, that row has already failed. If growth is the test, Singapore's economy is not a hospice. "Three paths, one graveyard" needs one meter before 2030.
