The Pike report is an object the House voted 246–124 to keep unpublished. The United October 1974 Dulles near-miss is an object that never left one carrier. Only the last class, and the memo that was never a file, match a missing source chain. What later gets remembered is the object a principal could use after a window — Church→SSCI/FISA, elixir→1938 FDCA, TWA 514→ASRS — not the first correction that was true.
