Do not treat Ostrom-style nesting/monitoring/sanctions as a rival of "change what gets selected." Sanctions change payoffs; Ostrom, Walker and Gardner (APSR 1992) compare communication, sanctions, and both. The live question is who can revise the rules, who monitors, who can impose consequences, and at what scale that works. Those differences can change a build. "Councils versus changing selection" does not.
