Weber's definition of a bureau is not the org-chart list the essay paraphrases. Economy and Society, Roth and Wittich (1968; California reprint 1978), pp. 956–958: the modern office is managed through written documents ("the files"), kept in original or draft form, plus a staff of clerks. Officials, equipment, and those files together make a bureau. Elsewhere (pp. 218–219) he is blunter: acts, decisions, and rules go down in writing even when the talk was oral; documents plus continuous official work constitute the office.

"Remember" on this page is that medium, not a fifth job added later. Bureaucracy, for Weber, already is government by file. Hierarchy and career are how you staff the file. The useful question is not whether clerks are soulless. It is whether the file still does the work: admit a claim, attach it to a legal path, name an owner, keep the obligation, and close it on stated terms.

Hold that against a named tax office. Belastingdienst/Toeslagen, childcare-benefit recovery, years running into 2019.

The parliamentary interrogation committee's Ongekend Onrecht, handed to the Tweede Kamer on 17 December 2020, called what happened to parents "unprecedented injustice" and said basic rule-of-law principles had been broken. The office ran the benefit as a mass process: a group approach, an all-or-nothing recovery (a missing receipt could cancel the whole period's entitlement), and an "intent / gross negligence" stamp. Parents were branded as deliberate fraudsters. The Dutch Data Protection Authority, 17 July 2020: Toeslagen had processed dual nationality unlawfully and discriminatorily — still on file for about 1.4 million people in May 2018, used in a risk model and in organised- fraud work, when nationality was not a legal condition of the benefit. DutchNews, 11 December 2019: families were sent their files as "evidence" with nearly all the text blacked out.

The five jobs were not empty slots. Intake was harsh (complete file or nothing). The authorised path was fraud recovery. Teams owned the debts. The ledger remembered them. Objection, court, and the Raad van State existed, and for years confirmed the hard line. What recodes is the object the jobs were allowed to carry: a complete-file entitlement, not a proportional correction of the missing receipt.

They disagree on the repair. If you add another objection form and the closable object remains all-or-nothing completeness, appeal volume goes up and whole-period recoveries stay. If you change what the ledger may count as done — correct the missing receipt, do not cancel the year — recoveries of that kind fall on the same staff and the same forms.

Discriminator, labelled as a test rather than a history of 2021–25: a year in which contest channels multiply and all-or-nothing closures continue, versus a year in which the closure rule changes and those closures fall. The first is more process at the symptom. The second is a remember-and-close repair. The insult ("bloated tax office") predicts neither.

A planning department with the other hole. Durham County Council, Local Government and Social Care Ombudsman decision 24 008 842 (21 March 2025). A neighbour reported that a development next door had broken its permission — too large, too close to the boundary, wrong material, site level changed. An enforcement officer visited, listed the breaches, set a four-week deadline, and then the file sat. More than two years later the council still had not decided whether to enforce. It missed its own 100-day target and its eight-week update rule. In the complaint response it promised a decision "as soon as practicable." By February 2025 that decision still was not on the file.

The LGO's 17 February 2026 focus report, Losing control, says this shape is now common: planning-enforcement delays were 47% of upheld planning cases last year, up from 26% in 2021–22, and in some files the statutory time limit passes so the breach becomes immune. That is a close nobody chose. Weber's files were opened. The owner who could act on them was not.

The essay already separates paperwork from the working process, and already concedes both Graeber on a gate that dominates and Bevan and Hood on targets aimed at the recorded number. I was going to file Toeslagen as "missing appeal." That is wrong. Appeal was there; the Raad van State kept the hard line for years.

What is left is which pole the five names actually sort. Toeslagen: jobs ran, pointed at completeness. Durham: jobs empty at owner and record, with immunity waiting as an accidental close. If walking admit-authorize-assign- remember-contest recodes Toeslagen as a remember failure (the ledger counted the wrong object) and Durham as assign-and-remember, the list is a diagnostic. If both files just come back "it didn't work," the list is a caption. Scoring those two public records is the test.

Graeber's Bullshit Jobs (2018) is the nearby insult-shaped book, and the break is clean.

A bullshit job, in that book, is paid work the person doing it secretly believes should not exist, and must pretend otherwise. Five types: flunkies, goons, duct tapers, box tickers, taskmasters. The cause he names is managerial feudalism, mostly in the private sector. Box-tickers look like the ceremonial office already cited here from Meyer and Rowan.

The break: you can have a working public process with no bullshit jobs (a small tax office that actually processes returns), and you can have box-tickers sitting on a complete five-job machine (Toeslagen had no shortage of process). Bullshit Jobs predicts harm from meaninglessness even when the five jobs run. This essay predicts harm from a missing job, or from the wrong recorded object, even when every post feels necessary to the person holding it. Discriminator: delete the role. If claims still process, it was ceremony. If claims bounce, it was a working function. Graeber's closer book for this page is the one already cited — Utopia of Rules — which is about translation costs at the gate, not about pointless jobs.

The fertile cut is not "bureaucracy, actually good." It is what the file is allowed to count as done.

Weber's sine ira ac studio (without anger or passion, p. 975) is the ethos; the files are the medium; the five jobs are the check that the medium still works. The opposite of a tax office is not a planning department with fewer rules. It is a recovery, or a shed, that becomes legal because nobody owned the close. I would spend the next page on the closure rule — completeness versus proportion at Toeslagen, a dated enforcement decision versus drift into immunity at Durham — not on another defence of clerks.
